China:Provisional textiles export licensing goes online from July 20 |

Chinese Bureau of License, Department of Foreign Trade and CIECC of the Ministry of Commerce reached a consensus that certifying authorities throughout the country and Customs implement on-line confirming system on provisional textiles export license from July 20, 2005.
Written forms and electronic data of provisional export license will be foundation of the Customs, and the Custom will do related formalities after checking the written forms and electronic data of provisional export license.
It is learnt that the Ministry of Commerce released Standard of Application for Provisional Textiles Export License (Provisional)on July 18, and it is implemented from July 20, 2005.
According to the standard, managers are required to apply for provisional textiles export license to ensure textiles export. The license includes textiles export license to EU, certificate of origin of textiles export to EU and provisional export license on textile of PRC.
The standard requests managers to apply for textiles export license and certificate of origin of textiles export to EU in written form from the license administration of local Department of Commerce, and provide file of permitted quantity, application forms of textiles export license to EU, and valid contract of textiles export; managers, who authorize license administration to print the license, are required to provide license sample with the same content as the applied one.
Managers, who print license by themselves, should provide the textiles export license and certificate of origin of textiles export to EU they printed by themselves and as well as flexible disk memory with corresponding data.
For the managers applied for the first time, they should provide copy of business license and form to put on record for foreign trade managers and license for export managers of the PRC with special stamp; foreign trade invested enterprises should provide copy of license issued by department of examining and approving.
Furthermore, a set of textiles export license to EU and license of origin of textiles export to EU can co-operate with any provisional textiles export license.
The managers should apply and get all provisional textiles export licenses correspondent with textiles export license to EU.
The textiles export license to EU must accord with the name of the mangers, total quantity and total value on the provisional textiles export licenses. Otherwise, license administration will not sign and issue the provisional textiles export licenses.
