The ministry said Tuesday in Hanoi it will carry out the quota adjustment-allocation until the automatic visa-given exporters reaches 70% of their quotas for all categories.
It will also grant quotas for garment exporters who sign large contracts for guaranteed funds.
Exporters hailed the move as clear and suitable to the country's garment business sector.
The ministry has applied the automatic visa granting regime since the middle of this year in a bid to create more opportunity for the businesses to access quotas and limit industry speculation.
Vietnam's textile sector is expected to earn an export turnover of US$4.8 billion this year, a 10 percent increase over last year, but still failing to achieve the set target of $5.2 billion, according to the ministry.
