Development Innovation Committee, Industry Commerce General Bureau, and General Quality Inspection Bureau have issued "Cotton Processing License and Cotton Market Management Method", and it will be implemented immediately.

According to the new policy, cotton market will be completely opened, and the requirement of cotton processing is higher.

Cotton units must make cotton purchasing prices clear, have to purchase cotton according to country quality standards, and cannot refuse to purchase cotton from farmers with purchasing contract.

All cotton units have to apply for Cotton Processing License.
